Come la maggior parte di voi sa, io ero uno dei più forti sostenitori delle ultime parole del General Choi. Ero inoltre uno dei più forti sostenitori di Mr. Chang Ung. Noi abbiamo dato a Mr. Chang Ung la possibilità di portare a termine la volontà e il lascito del General Choi. Come molti di voi già sa, io mi sono dimesso dall’incarico di Segretario Generale dell’ITF, poiché ero incapace di condurre del tutto i miei doveri sotto Mr. Chang Ung e sotto solo la politica della “Corea del Nord”. Inoltre non riuscivo muovermi in avanti con i miei obiettivi, come presidente del comitato di fusione. Mr. Chang Ung mi ha mentito e ha agito alle mie spalle agli incontri tra ITF e WTF. Egli presenziava agli incontri senza la presenza di un qualsiasi membro del comitato di fusione ITF ufficialmente nominato. Gli agenti della Corea del Nord venivano inviato direttamente a Pyongyang, Corea DPR, per presenziare a questi incontri ed essi non erano nemmeno dell’ITF. Mr. Chang Ung ha fatto questo per non dover spiegare il denaro ricevuto dal presidente del WTF, Dr. Kim Un Yong. Escludendo il comitato di fusione, egli è riuscito a condurre questi incontri per conto del governo della Corea DPR e dei propri personali scopi. Il General Choi e l’ITF lasciarono la Corea del Sud circa 30 anni fa, affinché il Taekwon-Do non fosse usato come un mezzo politico e avesse l’influenza del paese. Il General Choi ha affermato molte volte che l’ITF doveva essere auto sufficiente ed indipendente da qualsiasi questione politica, come pure da qualsiasi influenza esterna. Mr. Chang Ung ha fallito nel tenere il Taekwon-Do e le influenze governative separate.
Quando il General Choi volle visitare la Coera del Sud, il governo della Corea DPR lo informò che egli non doveva parlare della fusione tra i Taekwon-Do (WTF e ITF), se vi fosse andato. Il General Choi rispose, “Troppo. Ho 80 anni e se non lo faccio ora, quando potrò farlo?”. Egli inoltre disse al governo della Corea DPR che se stava cercando di controllare l’ITF, egli avrebbe interrotto tutte le relazioni con la Corea del Nord. Queste affermazioni si possono trovare nel libro delle Memorie del General Choi, che è stato attualmente pubblicato nella Corea del Sud. Il governo della Corea DPR ha cercato, senza successo, di tenere questa informazione fuori dalle Memorie del General Choi. Questo prova che il General Choi non voleva nessuna influenza politica o governativa nel Taekwon-Do, che egli tenne libero dal 1955 al 2002, fino a quando Mr. Chang Ung divenne il Presidente dell’ITF.
Mr. Chang Ung attualmente sta tentando di nascondere le dichiarazioni fatte contro di lui dal precedente Presidente WTF, Dr. Kim Un Yong. Egli ha usato il suo potere di Presidente dell’ITF per cambiare gli statuti dell’ITF, che gli diedero l’autorità di selezionare i membri del Comitato Esecutivo dell’ITF. Inoltre, alcuni membri di questo comitato furono illegalmente promossi a 8° e 9° grado dallo stesso Mr. Chang Ung.
Membri, io vi chiedo ancora, quale è la storia dell’ITF? Noi non siamo né un’organizzazione della Corea del Nord né un’organizzazione della Corea del Sud. Per favore, tenete a mente che il General Choi ha lasciato la Corea del Sud per proteggere il Taekwon-Do dall’influenza politica e governativa di quel tempo. Io consiglio a tutti i membri ITF di leggere le memorie del General Choi. Egli spiega in dettaglio perché questo avrebbe potuto essere così pericoloso per l’ITF.
Come il General Choi ha menzionato molte volte, il Taekwon-Do dovrebbe essere unificato. Pertanto io mi sto proponendo per muovermi in direzione del lascito del General Choi ed iniziare questo processo. In questo giorno io annuncio formalmente la formazione della Federazione Internazionale Unificata di Taekwon-Do.
Noi ci sforzeremo di rappresentare il vero Taekwon-Do e continuare il lascito del General Choi Hong Hi. Non ci sarà controllo politico su questa organizzazione. Il nostro principale obiettivo è fare in modo che il Taekwon-Do sia la migliore arte marziale del mondo. Io sono stato molto fortunato nell’aver lavorato con il General Choi Hong Hi per quasi vent’anni. Io conosco le sue speranze e i suoi sogni nei confronti del Taekwon-Do, e so che non era desiderio dell’ITF essere frantumato in così tante organizzazioni separate. Il solo modo perché questo diventi una realtà è unificare inizialmente i gruppi individuali ITF sotto una comune entità, affinché noi possiamo muoverci verso l’unificazione del resto del Taekwon-Do attraverso il mondo.
Ho speso innumerevoli ore al telefono con Gran Maestri, Maestri e studenti da tutto il mondo. E tutti sono d’accordo che qualcosa deve essere fatto per unificare l’ITF. Io veramente credo che a questo punto, questo è il passo giusto da fare. Per favore prendetevi del tempo per riflettere sull’ITF, sulla vita del General Choi e sulle sue ultime parole. Noi speriamo vi uniate a noi nel nostro cammino per unificare il Taekwon-Do. Sarà l’obiettivo della mia vita continuare a seguire il lascito del General Choi Hong Hi, e trasmettere il suo messaggio alle guide future della nostra arte.

To: All Members
As most of you know, I was one of the strongest supporters of General Choi Hong Hi’s last words. I was also one of Mr. Chang-Ung’s strongest supporters. We gave Mr. Chang Ung the opportunity to carry out General Choi’s will and legacy. As many of you may already know, I stepped down as Secretary General of the ITF because I was unable to fully conduct my duties under Mr. Chang Ung and the “North Korean” only policy. I was also unable to move forward with my objectives as chairman of the merger committee. Mr. Chang Ung lied to me and went behind my back to meetings between the ITF and WTF. He attended meetings without the presence of any officially appointed members of the ITF merger committee. North Korean agents were sent directly from Pyongyang, DPR Korea to attend these meetings and they were not even members of ITF. Mr. Chang Ung did this so that he would not have to explain the money he received from the president of the WTF, Dr. Kim Un Yong. By banning the merger committee, he was able to conduct these meetings on behalf of the DPR Korean government and for his own personal gain. General Choi and the ITF left South Korea over 30 years ago so Taekwon-Do could not be used as a political tool or have any one country’s influence over Taekwon-Do. General Choi stated many times the ITF should be self sufficient and independent from any and all politics as well as from any outside influences. Mr. Chang Ung has failed to keep Taekwon-Do and governmental influences separate.
When General Choi wished to visit South Korea, the DPR Korean government informed him that he must not speak of merger between the two Taekwon-Dos (WTF and ITF) if he went there. General Choi responded, “I have too. I am in my 80’s and if I don’t do it now when will I?” He also told the DPR Korean government that if they were to try and control the ITF, he would end all relationships with North Korea. These statements can be found in book three of General Choi’s Memoirs, which is currently being printed in South Korea. The DPR Korean government tried unsuccessfully to keep this information out of General Choi’s Memoirs. This proves that General Choi did not want any political or government influence in Taekwon-Do which he kept free of from 1955 till 2002 until Mr. Chang Ung took over as the President of the ITF.
Mr. Chang Ung is currently attempting to cover up the allegations made against him by the former WTF President, Dr. Kim Un Yong. He used his power as the President of the ITF to change the by-laws of ITF, which gave him the authority to hand pick the members of the Executive Committee of the ITF. In addition, some members of this committee were illegally promoted to 8th and 9th degree by Mr. Chang Ung himself.
Members, I ask you again, what is the history of ITF? We are neither a North Korean organization nor a South Korean organization. Please remember General Choi left South Korea to protect Taekwon-Do from political and government influence at that time. I recommend that all ITF members should read the General Choi’s memoirs, Taekwon-Do and I. He explains in detail why this would be so dangerous to the ITF. As General Choi mentioned many times, Taekwon-Do should be unified. Therefore, I am proposing to move forward with the legacy of General Choi and begin this process. As of this day, I formally announce the formation of the Unified International Taekwon-Do Federation. We will endeavor to represent true Taekwon-Do and continue the legacy of General Choi Hong Hi. There will be no political control of this organization. Our main goal is to have Taekwon-Do as the world’s best martial art. I have been fortunate enough to have worked with General Choi Hong Hifor almost 20 years. I know his hopes and dreams regarding Taekwon-Do, and I know it was not for the ITF to have splintered into so many separate organizations. The only way for this to become a reality is to first unify the individual ITF groups under one common entity so that we can then move forward to unify the rest of Taekwon-Do around the world. I have spent countless hours on the phone with Grand Masters, Masters, and students from around the world. They all agree that something must be done to unify the ITF. I truly believe at this time, this is the appropriate step to take. Please take the time to reflect upon the ITF, the life of General Choi, and his last words. We hope you will join us in our journey to unify Taekwon-Do. It will be my life’s goal to continue to follow the legacy of General Choi Hong Hi and pass his message to the future leaders of our art.
